Once you've completed a level and returned to the world map, you can drive around to select which level to enter next.

Make sure to pin all of your clues and speak to all NPCs in the P.I. Office to unlock new levels. There will also be pointers on the world map to show you which area to go to next in order to progress the story.

If you're unable to enter an unlocked level from the world map, kindly try to reload a previous save to see if that will help.
